ONE began ICS2 ENS submissions from October 2024. As per our previous customer advisory dated 3rd September 2024, ONE has already started collecting the mandatory additional data elements supplied from customers in the shipping instructions.
Self-Filing Option for House Bill of ladings (HBL) became available from 4th of December until 1st of April.
Customers who prefer to file their own declarations need to apply for an EORI number to register with EU customs. Self-Filers should request a deployment date from the National Customs Authority of the Member State in which they are based.
Until the deployment date is confirmed, ONE can perform a partial ENS filing, which contains the customer’s EORI number to identify the Supplementary Declarant.
If Self Filers do not request a specific deployment date (after 4th of December and before 1st of April) from their National Customs authority by default, they commit to commence submission of ENS for their HBL in ICS2 from December 4th, 2024.
What are the submission timelines for ICS2 ENS HBL self-filing?
All HBL data must be submitted no less than 24 hours prior to cargo loading on a vessel at the origin port.
What are the data elements required by ONE to enable the mandatory master bill filing F12/F13:
● Six-digit HS code for each cargo item plus complete and accurate cargo description
● CUS code for harmless and DG chemicals (if included in ECICS/ European Customs Inventory
of Chemical Substances)
● The Economic Operators Registration and Identification (EORI) number of the consignee
established in the EU (if such a number was assigned to this party) or the full address of the
consignee, including the P.O. box number, postal code, sub-division code, city, and country
● EORI of the supplementary declarant (self-filer) of House B/L and/or Buyer/Seller data
What are the consequences of not providing complete and accurate shipping information to ONE on time?
To prevent delays or cancellation of your shipments, it is crucial that we receive all necessary shipping information by the documentation cut-off time.
Missing or inaccurate instructions may hinder our ability to complete customs formalities on time, which would prevent us from receiving a valid MRN (Movement Reference Number) and notification of Risk Assessment Completion from EU Customs, which would result in a delay or cancellation of the loading process.
How should stakeholders prepare for ICS2 ENS HBL filing?
Freight Forwarders and NVOCCs should become familiar with the requirements of the new legislation, update IT systems and set up an interface with the Shared Trader Interface (STI) either via a service provider or directly with the EU.
It is important that beneficial cargo owners are also prepared to comply with the new regulation and that their data is accurate, including securing and distributing their EORI number to the relevant parties.
