Notification of New Customs Regulations for Transhipments at German Seaports (Northern Europe)

Please be advised that German Customs is introducing ATLAS 10.1  a customs processing system which will change customs procedures at German seaports for transhipment cargo.  For all transshipments arriving via feeder vessels (regardless of whether they are operated by ONE or a third-party carrier), customs will cross-reference import manifest data against export manifest data. Containers will only be cleared for loading onto the mainline vessel once an exact  match between both manifests is confirmed.

Implementation Schedule

The mandatory manifest matching will be phased in across German ports  as follows:

Bremerhaven - June 21, 2026

Wilhelmshaven - June 21, 2026

Hamburg - July 1, 2026

How to Avoid Delays and Extra Fees

To prevent your cargo from being blocked by German authorities, please adhere to the following strict guidelines:

  • Submit Finalized Data Early: Ensure all shipping instructions are entirely accurate, complete, and submitted before the documentation deadline. No Documents, no load.
  • No Revisions: Double-check your details before submission. Post-submission modifications are generally not permitted because they create discrepancies between import and export records.
  • Danish Shipments: If you are shipping from/to Denmark, your submitted details must perfectly align with the corresponding MRN declaration.
  • Verify Package Details: Pay close attention to package quantities and sequencing. Even minor inconsistencies can trigger an automatic customs hold.

Failing to meet the above criteria will result in consignments being placed on hold by German customs.  Any subsequent operational disruptions, storage fees, delay charges, or customs fines will be billed to the customer's account. Furthermore, resolving these holds may require you to coordinate directly with German customs officials.
