SOUTHAFRICA COVID-19 Import/Export Conditions

EUA Advisory

Following advice from the Minister of Cooperative Governance and Traditional Affairs (Government Notice no R.446 dated 02 April 2020) and Transnet Port Terminals (TPT) letter which was addressed to SAASOA and SAAFF, dated 02 April, we can now advise clearly on Ocean Network Express procedures for the movement of Essential and Non Essential cargo. 
 

Imports

-    Cargo is required to be cleared to allow transport from terminal and documents must be lodged with ONE no later than 48 hours prior to vessel berthing.

-    All cleared cargo both essential and non-essential must move at least within the first 3 days free days from the terminal

-    Failing this all uncleared cargo will move into a ONE nominated overstay depot with all costs for customer’s account.

The following conditions are applicable to all Dry cargos (incl. Specials). Reefer falls under essential cargo category and our published regular tariff is applicable.

-    Detention: The period 27th March 2020 until 16th April 2020 will be frozen and considered “free days” for Import Detention calculations. Thereafter normal tariff free  time conditions per tariff or contract apply

-    Demurrage: Standard free time applies.  From 2nd day at off dock depots, ONE will raise a storage charge at 50% of normal tariff of Import Demurrage.   For 1st day at  off dock depots as well as demurrage at Terminal, we charge as per our published regular tariff.

-    Rail cancellation and Redirections fees will be reduced by 50%

-    Our published regular tariffs will be applied wef 17th April 2020.

 

Exports
 
-    Our published tariffs and contract conditions are applicable to containers picked-up during the lock down period as there is no ban imposed on both essential and non-essential export cargo.

Ocean Network Express reserves the right to amend these processes and revised terms as is deemed required. We will aim to informed as events continue to develop.
